As a seminal planning effort for Kansas City, Missouri, this corridor plan provided a clear economic development framework and public policy structure for a 50,000 person district on Kansas City’s predominantly minority east side. The plan, authored by Jim Scott, was organized to help define and secure private investment in response to $50 million in public flood improvements. Further, the plan promoted an institutional catalyst model for area regeneration that resulted in over $150 million in redevelopment.
