2007 Page Corridor Tax Increment Financing Plan

In 2007, the City of Pagedale forged partnerships with team members Beyond Housing Inc., Prairie Dog Development Co. LLC, and Scott Associates.  Having established a team of well seasoned locally focused professionals, the City began the planning process by establishing a comprehensive approach to area analysis, coordination of TIF commission and city efforts, active pursuit of redevelopment tools, meaningful communication with potential investors and active community participation.

Scott Associates facilitated a series of community planning workshops and established land use and development guidelines for a compatible redevelopment of a declining urban corridor in Pagedale.  The Illustrative Concept above provided a visualization of the character implied by those guidelines.  The scheme illustrated became the basis for the subsequent legally established redevelopment initiative.

Urban Grocery Store

As a part of the Pagedale TIF Plan, an urban grocery store was developed in concert with an adjacent senior housing mixed use project. This 17,000sf grocery store was designed with direct involvement from Save A Lot corporate planners and reflects commentary provided from a series of community forums. A part of the design process included careful consideration of site environmental issues associated with stormwater management and green practices for addressing runoff.

The project represents a departure from standard suburban context development and, as a result, became one of the first such stores to be located in an underserved community.
